what condition can make babies to be born without limbs?

with what i know Fetal Alcohol Syndrome or babies born with alcoholic mothers can be born with missing limbs.

In Germany there are babies called Thalidomide babies who were born without limbs. It was used as a sedative before it was pulled off the market for obvious reasons.
