I am no expert but based on what I have learned afternoon naps are part of the development process of a growing baby.
Newborns up to 11 months - Sleeps all the time, morning and afternoon naps included as the months go by. The time of the naps may vary but sooner or later the baby will find a rhythm
Toddlers (1 year up to 2+ years) - May not sleep during the mornings anymore. Afternoon naps are still part of their cycle but may become shorter naps as she nears age 3.
3 year olds - Will be harder to make them take a nap in the afternon, all the harder in the morning. The toddler is more active at this age. It is normal. Let them play. He/She will get tired earlier in the evening so train the child to go to sleep earlier at night like 7pm or 8pm.
