if your child is born with a disability, is that disability automatically covered in your health insurance or do you need to purchase more?

Yes. Insurance can dramatically reduce the cost of health care. When the kids were born I also purchased dental insurance and padded our accident insurance.

I'm not sure how far typical insurance policies goes. I know this much that if they (declared dependents) get sick insurance can cover most of the expenses with a few specific exceptions, but I don't know if congenital disability is covered by the policy.

it would be prudent to get additional coverage for that disease. YOu may not be able to enjoy the benefits right away but if further treatment is needed then it would be a good idea IMO.
