it doesn't really a mileage on it, so nobody can really be sure that it is safe... but with the economy today, give it a thorough check before using it.

It depends. If it were a hand me down from my older kids then it's OK with me. But buying one from a stranger is a no-no for me.

To be safe always buy this brand new. The life of your child can't be compromised with just a few dollars in savings.

YOu never know if the carseat you bought second hand had been in an accident. If you want to save perhaps buy a carseat from someone you know or trust. Other than that these kinds of things are better bought brand new.

Don't just buy the 2nd-hand car seat from eBay. You don't know where it has been. I am with Grace. If it has to be 2nd-hand, but it from someone you trust. Close family and friends will do nicely as start.
